ASBO for shoplifter with sweet tooth (4 March 2014)

A 33-year-old man who stole 20 bars of Galaxy chocolate from a shop in Bolton received an anti-social behaviour order (ASBO) when he appeared before Bolton Magistrates’ Court.
Gareth Wrigley of Kingsfold Close in Breightmet in Bolton took £33-worth of chocolate from his local Co-op store on 6 January – as well as taking deodorant, food and other confectionary worth £50.73 from stores on 17 January.
He also admitted failing to surrender to police custody on 14 January.
On Thursday, 27 February, Bolton Magistrates’ Court handed Mr Wrigley a two-year anti-social behaviour order, as well as a 20-day community order.
He was banned from entering several stores in the area, including Morrisons in Breightmet, Texaco in Kay Street, Bolton and the Co-op in Tonge Moor.
The court also ordered Mr Wrigley to pay a £60 victim surcharge, as well as £85 in costs and £33.80 in compensation to the Co-op store.
About ASBOs
ASBOs were introduced by New Labour in 1998 – and in 2011 under the coalition government, the Home Office announced plans to replace them.
Anti-social behaviour covers a range of offences, from spitting in public and deliberately causing noise intrusion (for example, by playing music too loudly); to criminal offences such as criminal damage to property or graffiti, fly tipping or stealing and mugging.
In 2012, Home Secretary Theresa May said that ASBOs would be replaced by a new Criminal Behaviour Order (CBO) and a Crime Prevention Injunction (CPI) because ASBOs were “too bureaucratic” and took too long to implement.
The Anti-Social Behaviour, Crime and Policing Bill 2013-2014 is still going through Parliament and includes proposals to replace ASBOs.
