A report by Egypt’s Civil Aviation Authority has concluded that a hot air balloon which exploded over the West Bank of Luxor in Egypt in February 2013 suffered a fuel leak resulting from a gas hose connection fault.
The Mail on Sunday has obtained a copy of the report on the hot air balloon accident, in which 19 passengers were killed when the balloon exploded as it came in to land.
The only survivors were the balloon’s captain and a passenger from Scotland, both of whom leapt 10 feet to the ground from the balloon’s basket.
The ferocity of the fire resulted in the balloon’s captain, Moman Mourad, 30, sustaining 70 per cent burns to his body.
The report contains his testimony, as well as witness accounts from the ground crew manager as he tried desperately to bring the balloon to safety as it neared the ground. There is also a witness statement from the air traffic controller, who received the first report of the crash.
The report records the final moments of the balloon flight – and also alleges that Captain Mourad committed breaches in air safety protocols, including a failure to inform the Luxor Airport control tower before take-off, as well as a lack of communication with air traffic control during the balloon flight.
The report is now expected to form the basis of a criminal case against Mourad and a maintenance engineer, as prosecutors push ahead with negligence charges in Egypt.
