Herefordshire Council has completed its first compulsory purchase of a property left in a derelict state for nearly 20 years.
The owner of Overross Farm in Ross-on-Wye was granted planning permission in 1997 for the property to be converted into two dwellings.
However, only one half of the development was completed, with the remainder being left in a “derelict and problematic state”, which Herefordshire Council said created “an eyesore” for local residents. The property was also attracting vermin.
The council said that council officers negotiated with the owner for a number of years in an attempt to encourage the property to be brought back into use.
However, once it became clear the negotiations had failed, the only option remaining was to issue a compulsory purchase order (CPO).
The CPO was confirmed by the Secretary of State after reviewing all the evidence – and the owner agreed a purchase price with the council.
The council intends to sell the property via auction or private tender, with conditions attached to ensure it’s renovated for residential use.
